人都是自私的，每个人都为自己谋福利。宪法的设计就是让野心制衡野心，让每一个为自己谋福利的人不得不妥协，从而照顾到其他人的利益。妥协的多少取决于力量的大小，但没有人能百分之百地得到自己想要的。
